Operate Trams Supporting the Ocracoke - Hatteras Passenger Ferry

County of Hyde is issuing this Request for Proposal (RFP) to hire a firm to operate and maintain Trams supporting the Ocracoke - Hatteras Passenger Ferry. Interested parties should submit their proposals by 1:00 PM EST, on April 26, 2018. The term of the contract will be three years with two 1 year extensions.

To obtain a copy of the Request for Proposal (RFP) document, interested parties must register their information on the form below. 
Proposals will be received until 1: 00 p.m. (ET) on, April 26, 2018, at County of Hyde Administrative Office. Questions regarding the RFP should be directed to Rosemary Johnson, Administrative Assistant, [email protected]. County of Hyde reserves the right to reject any or all proposal.

All responses to interpretation or clarification requests from the proposers will be posted to this page and emailed to all registered parties. 

Questions from potential bidders:

Q: We had a question regarding the insurance requirements after a potential bidder spoke with their broker.

A: In regard to and to clarify operator insurance requirements: 

"There are four (4) electrically motorized trams and two (2) trailers. Estimated value is $181,000.00. The trams and trailers will not have VINs and will not require tags. They will operate within the 35 mph and under zones of Ocracoke Village only.

Hyde County will cover potential damage to the trams through an inland marine rider under our current policy. Hyde County will also increase it's current liability coverage of $5M general and 1M$ auto liability to $10M to cover tram liability. The named insured will be the successful proposer. The additional insured will be Hyde County. Hyde County will own the trams and trailers and lease those to the successful proposer for $1 per year requiring the proposer to also have liability insurance in an amount agreed to by both sides during negotiations.

Hyde County will negotiate and amend the contract with the most qualified proposer."

Q: The RFP does not contain provisions for "Complementary Paratransit Service" in the description of Compliance with ADA requirements Act. ( Sec.5.0, #11 , pgs.13 - 16) Has it been established that this service is not required and operators do not need to give this consideration when responding to the RFP? 

A: Click here to review our letter from Debbie Collins, Director of Public Transportation with NCDOT. Under Hyde County Commitments # 4 we are not being required to offer Complimentary Paratransit Service or a deviated fixed route.

Q: Do you have available a copy of the OEM maintenance schedule recommendations for the trams? This would be helpful to determine weekly and monthly costs including: estimated life of batteries in hours, estimated life of tires and tread wear, and other parts that will need replacing based on time and not necessarily based on if something breaks. Also, could you include a parts list for the trams and trailers being provided? This will allow for a cost analysis of having replacement parts on hand for quick service during operations.
